La Société Holding ANABIB envisage pour sa filiale TUBPROFIL la réalisation en partenariat d'une unité de production de profilés en acier laminés à chaud.

ANABIB et le partenaire intéressé par le projet s’engageront dans l’étude de faisabilité suivie des études d'ingénierie d'avant-projet détaillé ,  la confection des dossiers d'appel d'offres et dans le processus d’acquisition, d’installations et de mise en exploitation.

Spécialisée dans la fabrication de profilés à froid,  de tôles planes et nervurées, de tubes minces en acier soudés, de tubes pour la construction et la distribution d’eau,

IRRAGRIS (Bordj bou arréridj)

Spécialisée dans la fabrication de systèmes d’irrigation par aspersion,

A la clôture de l’exercice 2012 :       Effectif total de 1351 salariés

                                                      Chiffre d’affaires consolidé de 4840 MDA

Objectif chiffre d’affaires 2013 :       6660 MDA

B.  INFORMATIONS RELATIVES AU PROJET

    1.    CONTEXTE GENERAL D’IDEE DE PROJET:

   Activant dans la production de profilés à froid en acier depuis 1975 , la filiale       TUBPROFIL connait avec l’ouverture du marché une supplantation importante de     ses produits par les profilés laminés à chaud .

    2.   LE MARCHE :

       Pour une caractérisation de  l’offre et de la demande TUBPROFIL a confié à un bureau spécialisé l’étude de marché     des profilés à chaud. L’étude montre la pertinence d’une telle idée de projet.

    3.    LE PROCEDE DE PRODUCTION:

       En amont du laminage à chaud, procédé classique,  il s’agira de définir le choix d’obtention de la matière première        en fonction des paramètres de disponibilité et de cout.

    4.    LA CAPACITE DE PRODUCTION:

        Elle est fonction de la gamme de production visée et du mix. Selon la demande statistique enregistrée 

    la capacité à installer sera importante.

    5.     L’IMPLANTATION :

        L’objectif idéal est d’implanter le projet  de manière à utiliser le personnel existant  des unités de Réghaia. 

Cependant  sa configuration et les possibilités qui seront offertes en termes d’assiette foncière fixeront la

     localisation du projet.

    6.    LE FINANCEMENT DU PROJET :

       La partie TUBPROFIL sera totalement  financée par crédit intérieur à long terme dans le cadre du plan de développement de la société.

      L’obtention de ce financement est subordonnée à la satisfaction des critères de  rentabilités, à la création d’emplois nouveaux et au bilan devise.

     7.    LES AVANTAGES CONSENTIS PAR L’ETAT :

      Les projets d’investissement peuvent bénéficier d’exonération et réduction fiscale      selon la localisation et l’impact des projets sur le développement économique et        social. Deux régimes d’avantages sont prévus :

    Phase de réalisation, pour une durée d’une (01) année à (03) trois ans : 

§  Exonération des droits de douanes sur les équipements non exclus, importés et entrant directement dans la réalisation de l’investissement

§  Franchise de TVA sur les biens et services non exclus, importé ou acquis localement, entrant directement dans la réalisation de l’investissement ;

§  Exemption du droit de mutation à titre onéreux pour toutes les acquisitions immobilières, effectuées dans le cadre de l’investissement concerné ;

§  Exemption des droits d'enregistrement, des frais de publicité foncière et de la rémunération domaniale portant sur les concessions de biens immobiliers bâtis et non bâtis consenties destinés à la réalisation de projets d'investissement. Cet avantage s'applique pour la durée minimale de la concession consentie.

Bénéficient également de ces dispositions les concessions consenties antérieurement par décision du conseil des ministres au profit des projets d'investissement.

     Phase d’exploitation:

        Pour une durée de trois (3) ans pour les projets créant jusqu'à cent (100)                 emplois au moment du démarrage de l'activité et après constat d'entrée en                activité établi par les services fiscaux à la diligence de l'investisseur:

§  Exonération de l’Impôt sur les Bénéfices des Sociétés (IBS).

§  Exonération de la Taxe sur le Chiffre d’Affaires (TAP).

     Cette durée peut être portée à cinq (05) ans  pour les projets créant cent un              emplois et plus  (101)

C.  CONTENU DE LA MANIFESTATION D’INTERET

La manifestation d’intérêt sera exprimée par l’investisseur en la forme d’une lettre d’intention appuyée d’une présentation détaillée de l’investisseur et accompagnée des indications nécessaires à l’examen de la demande notamment :

        -       La délégation de pouvoir du signataire de la manifestation d’intérêt,

        -       La quotité du capital social ou tout autre élément d’actif,

        -       Les capacités financières et technologiques de l’investisseur,

        -       Les statuts de la société, ou des sociétés en groupement,

        -       Les bilans de la société ( ou des sociétés en groupement)  pour les exercices       2010 à 2012,

        -      L’actif de l’investisseur (ou représentatif du groupement) en termes références         et nature des prises de participations,

        -       Les conditions et modalités de participation financière de l’investisseur,

        -       Les éventuelles suggestions sur l’investissement envisagé.

  Les manifestations d'intérêt doivent être adressées,  en trois  (3) exemplaires    dont un (1) original marqué comme tel et deux (2) copies,  à ANABIB Route de la  gare BP 131 Réghaia - Alger

 La date et heure limites de remise des manifestations d’intérêt  sont fixées au  Jeudi 18 juillet 2013 à 13 Heures GMT.

 La manifestation d’intérêt  doit être insérée dans une enveloppe portant les seules  mentions :
